Among them are six cooperatives each holding assets exceeding one billion pesos.<\/p>\n\n\n\n<p>Despite leading Region 7 in cooperative activity, Cebu has no such office. That gap is what the proposed ordinance aims to close.<\/p>\n\n\n\n<p>Board Member Nelson J. Mondigo of the 4th District introduced the measure during the 17th Sangguniang Panlalawigan regular session. He said the office would serve as the &#8220;central coordinating and implementing arm for cooperative development,&#8221; in line with the local government code.<\/p>\n\n\n\n<p>Of Cebu&#8217;s 1,151 registered cooperatives, 517 are actively operating. That scale of activity, proponents argue, demands a dedicated institutional home.<\/p>\n\n\n\n<p>The PCDO would formulate cooperative policies, plans, and development programs. It would also identify and assist groups that could be organized into cooperatives. Coordination with financial institutions and private entities for financing and market access would fall under its mandate.<\/p>\n\n\n\n<p>A provincial cooperative database would be maintained under the new office. The PCDO would also oversee the annual Provincial Cooperative Summit and Trade Expo. Regular reports and policy recommendations would go to the Sangguniang Panlalawigan and the governor&#8217;s office.<\/p>\n\n\n\n<p>The proposal also calls for a Provincial Cooperative Council. This advisory body would include registered cooperative federations, unions, and primary cooperatives.
